extra stages can only be unlocked in countries other than US. this song in particular can be unlocked in the US by completing all 4 artists in the spark festival unlock system
I dunno about "other than US" reply you got. I'm in California and I have an e-amusement card that works and got extra-stage once and that's how I saw this song for the first time. In some mode that 3 misses = autofail But.... perhaps when starting the game and you can select language; put it in Japanese and that might be enough for the game to decide you're somewhere "other than US". I tend to randomly set it to Japanese or Korean sometimes.
