It's because she shows up! Schools are so desperate for subs now that all you need to do is be a warm body and make sure no one gets hurt. (I'm a high school teacher and there are only a handful of subs working for my entire district.)

I think high school and middle school kids are, but little kids like kids in 4th grade need more structure because they're only in one class a day (at least that's how it is in the U.S).

Ah God I remember teachers like this who did the bare minimum, the class was silent and everyone either was on their phones, slept or worked, and the next day the teacher gives the "I trusted you" speech. "You are my best class, you should not behave like this" etc etc because the sub left a note saying how bad we were. They have to do it on purpose
