Since you are able to kill all the seagulls before finishing the story, it is only fair for the APC to spawn somewhere once the job is done without the need of finishing a particular mission to be obtained. The same goes for calling Henrique to bring you one. Instead of making it an option once the story is completed, it should be an option once all the seagulls are killed.
You unlock it in the mission where Yusuf's flying a chopper and a other chopper is transporting a miliary van. Then you need to shoot these yellow thingy's with that rifle that you get from Yusuf.

There's not much difference between Gay Tony and GTA 4. The only things in Gay Tony that are different than GTA 4 is that there's the Parachute, more vehicles, (such as the APC Noose Tank) couple new activities to do like Golf, couple new weapons and the ability to replay the missions to improve the score percentage after you complete all of them. Gay Tony is basically an expansion pack for GTA 4, same thing with The Lost and Damned.
