Aisaka kinda reminds of the concept of "the dead ones" from the anime Another.
Basically, Sayo is the Japanese equivalent to Moaning Myrtle of Harry Potter.
the girl and her classmates? because shes dead and noone sees her so she cant get the newest uniforms if you mean everyne else i think it depends what grade they are in :)

why do they have differrent uniforms?
It’s because Sayo died more than half a century ago, schools tend to switch or alter their uniforms after a certain amount of time
