Mam but if there will be amateurs in administration then professional are going to dominate over them then how can we expect a balance rather this will aggrandise bureaucrats span of control that is empire building propensity

Weber believed in this idea that the balance between the two will prevent misuse of power.
However in practicality, the balance is difficult to achieve. Even in case of conflict between the two, it'll be the professionals who will dominate.
