This is due to poor design by Subaru. There is a steering shaft isolator made of rubber that creates a lot of understeer. Many companies make parts to fix this issue such as PERRIN Steering Dampener Lockdown Kit. I have a Forester that had major understeer issues driving hard and i did this mod and it made the vehicle handle 100X better.

That rubber damper would certainly numb steering feel and dampen a bit of responsiveness, but ultimately understeer is safer than oversteer so engineers design it into the suspension.
