Logia's are only invulnerable if whatever is trying to hit them can pass through their element, electricity can't pass through rubber and rubber can't pass through electricity, and sense Luffy is made of rubber he can hit Enel
Maybe not because given how prideful Eneru is he's probably been training almost every day and thinking of ways to beat Luffy just so he can reclaim his self given title of "god".

He could read the ancient language, had a general understanding of making superships, had haki near a mastery without even understanding what it was, was near immortal, can actually fight hand to hand very well... The guy if he knew of haki and devil fruits and ancient weapons, I don't doubt would push a billion.
