Houston is the 4th largest city in the country. There is absolutely no shortage of qualified and capable individuals to employ . If you've ever tried to get a job with the city or Harris county, it is one of the most difficult feats to ever accomplish. It is always plenty of jobs posted, yet every city entity is understaffed. They make the process difficult because they are not seriously trying to hire for those positions.
They want CERTAIN ppl in the position! If you look like you will bring the organization down you can’t come in! So the 80% of ppl that apply for the job that are qualified won’t get it. They are looking for the 20% not qualified (bad apples)

I think it’s known that underlying Houston is a super integrated criminal underground. It came and went silently when people started noticing some off things about J Prince or some rappers who would get out of line with heavy hitters and what would happen to investigations and the like. People started asking questions but it was kept out of the news. I was stationed in Texas several times and just didn’t notice a thing there…except the crime and poverty.

Why anyone would want to work for that department is another question because there are much better places to live and work in for police. the code was being used as "favoritism" by the responding officers. If they like you, you get the code and no charges or arrest, if they don't like you, you go to jail and you get charged. Nice to see the Mayor is cleaning up the city and hopefully it will be a safer place to live. Crime is out of control and cops are using this code to look the other way.
This is the dumbest thing I've heard in a long time. Responding officers don't decide the code. Also, the district attorney's office is the one who decides to pursue charges or not, not the HPD.
