Poor people don’t live in downtown Delhi. Average wages in the city centre/business district are around $40/50k, the poorest of the world don’t live in India anymore, more like Somalia/Yemen. The 27 story mansion in Mumbai is probably what you are talking about. It is near a slum called Dharavi. But funnily enough, the people who live there aren’t actually poor, the development of the surrounding area has inflated the value of the shanty houses there to insane levels. The main problem is converting the shanty homes to freehold titles so they could sell takes a long time.

If I had billion dollars, I wouldn't keep it all. First I would pay off all of my bills. Next, I would buy a couple hundred acres and put a log cabin style house in the middle. I would get me a few vehicles. Some for travel and some for local errands. I would set up an escrow account for taxes and any utilities. Next, I would give a couple million to each of my two kids and my brothers. Next would come close friends and cousins. We have no aunts, or uncles left. Then I would set up scholarships for rural and inner city kids to go to trade schools. After that, and I've set up enough to be comfortable for the rest of my life, I'd pick a handful of charities for the rest.
