I think Genya only got slashed by the flying debris, not the demon directly. Just to clarify, only Muzan can turn other people into demons, but he gives permission to the Upper Kizukis to offer to turn people as well (with the use of his blood), like what Akaza was offering to Rengoku. Tamayo only managed to successfully turn someone once, but it took her over 200 years.
