What is progressive flooding?

Flooding first stage when a compartment is damaged so there is a certain amount of flow which comes into the tank that gets damaged. Then let's say the ship lists further and there is another compartment which starts filling up, not because of damage but because the ship has listed and perhaps the vent of other tank is going underwater, that is called Progressive flooding.
