Cell Max dropped a bigger swing at Gohan who with 0 time to put charge into it tossed out a Special Beam Cannon that deleted the attack and Cell Max. Beast Gohan is at a level where Goku and Vegeta could not punch based on Toriyama's statement of Piccolo being their rival. So Beast Gohan and Black Frieza have very similar feats and therefore are undecided entirely.

The Super Hero DB movie is pretty much a direct sequel to the Broly Movie so when Piccolo says the gammas are as strong as Goku and Vegeta it's likely referring to their SSJB forms as Goku and Vegeta were very much not relative when Piccolo last saw Goku and Vegeta in the manga. So Gammas = SSJB Goku and Vegeta So Orange Piccolo = SSJBKK20 and SSJBE Vegeta. As a SSJBKK Goku was able to one shot a character as strong as SSJB Goku (Gohan) which is the same as Orange Piccolo who one shot a gamma who was referred to being as strong as a SSJB Goku/Vegeta
