They do often have other deputies make inappropriate remarks about Jones being black, Garcia being Mexican, Kimball being lesbian etc, and the awkwardness from it is the punchline.
Matter of fact these new recruits were the only ones who weren't insane, and the joke is they all got fired, died or disappeared in the same episode they're introduced, leaving just the people who sometimes out of the blue will tell you that black people have a "jungle smell" to them. You should check the series out, it's gold.
