I figured it out use a flathead on opposite sides of the outer circle to push in and pull the fixture down halfway. Slightly twist the bottom portion and pull it out of the fixture
Did you figure it out in the end? I'm having the same problem 😂😂😭😭. Update: I figured it out for mine finally. When you tilt the bulb upwards, the side yorue tilting upwards try grabbing the edge from the inside (fingers not towards to bulb) and just pull it down holding it from the inside. The tilting mechanism tilts more than it lets off. Once the entire frame is pulled out youll see the socket the bulb is connected to. All you have to do then is push and twist holding the bulb and socket to unlock it and take it out.
THE DESIGN IS FUCKING RIDICULOUS

I finally pried the whole junky thing out of the ceiling with malice. I'll replace it with something superior.

Screwdriver pry the housing the light is in to one side there are tabs with divits holding it in place.

What a useless clip, just stick some tape on the bulb and twist anti clockwise
