It would have been good if you had mentioned about the video editors to be used for making the final product or video. Because as you said that the volume has to be increased and decreased according to the voice over, it happens with the best video editor that is available, so that you can create some videos with good output. The rule is still valid and can be applied to many situations. You're right though, it's been debunked in many exceptions as well. An animator can see viewer drop-off when things are getting stagnant and a HUGE dropoff if we don't recapture them within the 7 seconds.
