Hi can i know how you are saying pwm max of 255 how do you get the value if 255??
In Arduino Atmega microcontroller, the registers are 8bit.
So the register used for this PWM operation can store 8bit value( 2^8 = 256)

If there is delay, LED stays in particular brightness level for given delay time.
Without delay, you cannot observe the change in brightness.
