Nope, it's no DLC. It's an entire expansion. So you need to pay extra. Episode 3 is the introduction to New York. Hope this helps :)

The first scene never ever happened in this game, I just one that scene to be inside the final game, is that really hard or lazy to make some cutscenes in it, the way they present they story is just some collectible videos and comms, quite boring at time

It's available now for those who bought the expansion. This is not covered as part of the Season 1 Pass. Episode 1 to 3 was free for everyone like the devs said and this is basically the part where you have to pay for extra content.
