Does the Palestinian Authority Fund Terrorism? | Explained

  • The Palestinian Authority’s “Martyr’s Fund,” also known as “Pay to Slay,” pays the families of Palestinian terrorists who are imprisoned or killed for acts of terrorism against Israeli civilians. Despite attempts by Israel and other countries to both deter terrorism and incentivize the PA to end its “pay to slay” policy, the PA continues to find creative ways to successfully financially incentivize terrorism.

Now, after receiving donations from the US, terrorists from these countries won’t think twice before blowing themselves on the streets of the same countries that donated to them. While there he said he couldn't believe elementary aged Palestinians were talking about being Martyrs for the cause, that it was the most honorable death in the eyes of Allah. For those who think a call for a cease-fire is a good idea. A few things to consider.
    1. Hamas has repeatedly said they will repeat the October 7 ma$sacre as soon and as often as they can.
    2. It is implied that not only will Hamas not return the 134 remaining ho$tages or the bodies of people they have m9rdered, they will do it again because it gives them leverage.
    3. Given America’s reaction to three dead soldiers, one has to ask oneself what America would do if they were in the position Israel is in.
    4. The ratio of terrori$ts to citizens in Gaza who have lost their lives is 1 to 1.5. This is unprecedented precision in an extremely densely populated area, infested, mind you, with terr0r tunnels. When the States and the UK invaded Afghanistan, the ratio was one to 10, meaning nine out of 10 Unalived were citizens.
5.There has been a cease-fire from 2005 until 6 October. Hamas broke it in the most atrocious way. instead of building up Gaza, since 2007 they have spent billions of dollars on tunnels and preparing for the atrocities they wanted to commit on October 7. What on earth makes you think they changed their minds?

I wish the war that resulted from the October 7 Hamas terror attacks never would have happened and my heart goes out to Palestinians and others who had nothing to do with it and never supported Hamas. I have deep criticisms of the way this video discusses this issue but I wish to be clear from the outset that I do not support violence against civilians as a method of advancing a political end, this isn't an issue conceptually with an Israeli state but rather with the actions of that state and the way it's being depicted in this video.
The funds are for prisoners broadly not just terrorists, though they are included. I highlight this distinction, which this video handily avoids, as it also handily avoids talking about the insanely huge number of Palestinians from the occupied territories kept prisoner in Israel without a fair trial. 1/3 have had no trial at all, they cannot see what evidence they are being held under, those that do face court are in Israeli military court, under Israeli military law, (not civil law, not the same laws the govern Israeli citizens) without the public defender an Israeli citizen would be entitled too, statements are taken in Hebrew not arabic, so prisoners are forced to sign statements they don't understand and could be used against them in future. Conviction rates are 99.7% which is simply not plausible, symptomatic of a system that operates to legitamise arrests rather then adjudicate innocence. The military law that governs Palestinians in the occupied territory is not applied to settlers that live there, it is draconian, it limits the ability for Palestinians and the PA to function and reports of the on the ground behaviour of military police doing these arrests if often worse. It's under these conditions that the PA pays a stipend to the family's of people who are kept prisoner by Israel, now set at 9,000, uo from 5,500 before Oct 7th. Only a small fraction are convicted of violent crimes, convictions which would have more merit if they were done under fair conditions.
The PA should not fund terrorists who kill innocent people, for the most part, they dont; and they only do so under conditions of near inability to figure out what is a fair or unfair conviction due to the application of Israeli military law. Israel's having their cake and eating it too. It blames the PA and then hobbles the PA from actually being a state by imposing military law on most of the west bank and on ALL Palestinians in the west bank. This is where the accusations of aparthied become convincing to me and where I'd encourage Israeli's to examine their governments actions and seek reform. Either by ending the military law and moving Palestinians to civilians courts with changes to accommodate language differences, or setting up the PA to take over as the judicial body of the west bank. The first, while probably the most likely also amounts to annexation of the westbank and that entails extending voting rights to a group that has been agitated under military law for coming on 50 years. The other entails enabling the PA to actually flourish as a government, supporting it instead of throttling it, probably reigning back settlements and definitely reigning back military police and handing over more land putting Palestine on a clearer path towards independence. The choice is yours. But, I understand the apprehension many Israeli's feel to either option giving the popular opinions towards Israel in the westbank. But these opinions orginate from how they perceive they have been treated, and I must say, it does seem pretty enraging. But rage can be calmed it can be soothed bridges can be built. Ignoiring their issues as the scream them tho will not build bridges.

An excellent response and a great read!
I want to point out a couple things, from my point of view:
      1. While the payments are for all prisoners, it is impossible to ignore the fact that the culture itself glorifies martyrdom, so when you combine the glorification plus the incentive, you get a lot more terrorists that go to kill and die than you do people who are just "wrongfully imprisoned". You can just look at the numbers (these are accurate to 2016, last time i researched this was 2 years ago and I couldn't find anything more updated, but considering this legislation has been around literally for decades, I'd assume it isn't so different now. As always, I encourage you to DYOR :) ) - The PA payed out around 140$ million to prisoners and families of prisoners still imprisoned, and 175$ million to families of martyrs, so the incentive system is there, and it's working really well, unfortunately. - Imagine all this money being actually invested into their future, and imagine all the frozen money that'll be unfrozen once this abhorrent legislation is finally abolished.
      2. They call it the martyrs fund themselves, they aren't trying to hide it, mask or obfuscate it. It is very clear that they mean for it to be a fund for terrorists that die. And usually, terrorists die during their terror attack.
      3. A lot of terrorists that were arrested have confessed, in videoed interrogation as well as transcripts, that they simply do it to allow their families to live comfortably. I think that if your people are so financially destitute that they have to resort to killing another country's citizens to get paid well, while 7% (!!!!!!!!!!) of the total budget of the government funds something that benefits such a low percentage of the population is just not sound fiscal planning. That money could have been invested to promote growth and to allow your citizens to flourish and not be so desperate that they have to resort to these types of actions. And their absolute non-compromise on this issue really make me think they want the situation to stay this way.
As to the figures you have stated - that the number is up to 9000 from 5500, and that only a small fraction are convicted of violent crimes. That large uptick is mainly due to the arrest of combatants AND gaza citizens that invaded israel from Gaza on the 7th. So I dont really see how there can be a near doubling of the number of prisoners, that nearly all of them were arrested while they were invading a neighboring country, some armed to the teeth and have done unspeakable things, some unarmed and just there to pillage and loot the homes of desecrated families, and there can STILL only be a "small percentage" that have committed violent crimes, even assuming, that the 5500 that were there before were all saints wrongfully convicted.

@@buttermuffin3752 1) What is the definition the PA is using for martyr in these funding differences? If im not mistaken it's death right. Israel is widely criticised for 'rutine unlawful use of lethal force'. So if you view things the Palestinian perspective there's another explanation for this, While it might give some incentive to fight the occupying nation (not my framing) it also gives the occupying army and incentive not to kill these people but rather arrest them where they might one day be released, if they do get killed by what they view as a eagerly violent force then their families will at least receive support, especially important if the killing was motivated by intentions to settle of the families land, a pattern which many Palestinians seem to identify.
A big moment that heightened my attention on Israel's administration was the killing of American-Palestinian Journalist Shireen Abu Akleh in 2022 as she covered an Israeli military operation in the westbank from behind the IDF. An IDF member turned around, and shot her in the head, despite her press flack jacket, they then shot at her colleague as they tried to pull her to safety and administer first aid. Fighting had stopped a while before and it was on the other side of the IDF forces. The Israeli government initially denied this even after irrefutable video evidence was released until they received wide spread international criticism, they then admitted 'the high probability of an accidental killing'. Israeli police then attacked her funeral and coffin bearers during the procession to the church. It seems to me that she was murdered by a member of the IDF, while many on the Palestinians side will say it was planned by the government I don't see any proof of that but it's hard to push back against those claims when the government denies the clear proof and then doesn't make any arrests, nor the assault on her funeral. It wrecked the credibility of the Israeli government, it revealed something sick, either a maliciousness or a paranoia in the military police and either a complicity or an apathy in the administration and judicial system. Is she a martyr? Is her family receiving funds? Also is that a difference in total budgetary funding or a difference in stipend amount, if its the former that's not an extra incentive towards violence compared with any other crime or slight or being the victim of an arbitrary arrests.
      2) Calling it the Martyrs Fund seems to me to be more of an optimistic spin on an incredibly bleak outlook for ever being free of what they are identifying as a violent occupation where they are at the whims of military police who can send them to prison without needing evidence.
      3) The Israeli government places vastly more resources into cracking down on Palestinian developments of houses and infrastructure then settlers, with infractions being commonly harshly punished with demolition. This is a burden primarily placed on Palestinians and only at times, wayword settlers. This is a hopelessly bleak situation which makes the thought of economic development difficult to imagine. Settlers have control of key fertile land and use far more of the westbanks water per capita then the Palestinians do. Israeli occupation is a HUGE economic burden. It seems to me that the PA is caught trying to put out fires created by the occupation, acting on Israels behalf like PR agent, trying to justify their non-violent stance towards Israel whilst Israeli settlers and members of the Israeli government do everything they can to inflame tensions.
      4) I was under the impression this uptick was due to ongoing situation in the Westbank such as the lockdown of Hebron which has meant thousands of citizens haven't been able to leave their homes, the militarization of ideologically motivated settlers, bringing them into the police and active military service in these areas which has seen reported assualts of Palestinians sky rocket, and the killing of civilians (in a recent case a child) and then the attacking of the families killing during the funeral process being a horrifyingly common occurrence. If these people are empowered then the assumption that they'd abuse the military courts which have such opaque burdens of evidence doesn't feel like a stretch. Though the fact that it is military law might mean that POW's from Gaza are also counted with these prisoners from the west bank which I hadn't accounted for as I assumed there would be some separation of what feels like civilian area and military area but of course the west bank is treated as a military area so that went over my head. I still feel like there should be an administrative separation between these two though no?
      5) Of the 5,500 before Oct 7 only 3,500 had been charged (in the opaque military courts) 2,000 had not even been allowed to defend themselves or know why they were imprisoned. Only 500 of the 3,500 had been charged for violent crimes, many of which we can assume were not acts of political violence against civilians although undoubtedly some of them were. Again, a 99.7% conviction rate for those that stand trial, its not a good look.

WHERE DO the Israeli people in JUDEA AND SAMARIA AND THE GOVERNMENT EXPECT THE PALESTINIANS TO LIVE ? THERE shall never be peace when they're pushed out of your way. Do they know and realise that God will judge them by HIS WORD which states in many places but to quote one.... "When a stranger sojourns with you in your land, you shall not do him wrong. Arabs make up 20% of the population. I cannot speak for all Israelis, only myself, but what I say is I have no problem living side by side with people who don’t want to murdwr me. From a strictly Torah perspective, the Torah (5 Books of Moses) talks about non-Jews or residents residing in the land. They need to respect the sanctity of the land, recognize Gd controls the world and have this specific piece of real estate to the Jews as an eternal inheritance, and non-Jews on the land need to follow specific laws that include not murdwring or stealing, and recognizing Gd. The Druze people, and ethnic and religious minority in Israel, are very loyal to the Israeli government and many boast that they live by the Seven Universal Noahide Laws.
Some right wing would love to see Palestinians move to Jordan or Egypt, I’m sure, but I imagine the majority just want to live our lives not fearing that the neighbor we’ve had for 20 years won’t suddenly radicalize and murd3r us in our home, or synagogue, or at the bus stop, or anywhere.

It has always struck me as odd got the Palestinians are still supposedly refugees. Why have they not resettled? There are literally tens of millions of people who ended up having to relocate en masse in the 20th century including what happened to create Pakistan. In addition, more Jews were kicked out of other Middle Eastern countries than Palestinians impacted by what they call the nakba. The Palestinians are the only ones who are still considered refugees 75 years and multiple Generations later. why haven't the other Arab Nations taken them in? In terms of reparations for land that they allegedly lost-- and most of them never owned that land in the first place-- they have literally gotten billions of dollars in foreign aid since 1948.

Occupation is not bad per definition as you implied. For example, the Allied occupation in Germany and Japan led to these countries rise economically and become strong again. It always depends on the specific instance. Furthermore, the people in Gaza had better living conditions in the 1980s during Israeli occupation when they made their Intifada than they have nowadays under Hamas rule.

In Gaza they managed to find the resources and ability to build hundreds of miles of tunnels along with rockets and bombs so surely they could have built something nice with all of those resources had they chosen to do so

Youre living in the past. The dream of falestin is over. The WB and Aza will be gradually integrated over many generations. Which requires settlments. Izreal HAS to maintain control of judea and samaria. They have no choice. And its for the best. The settlers are ultimately the best thing for palestinins in the WB. They provide jobs, industry and a path to integration.

Kinda tried it in Gaza. Israelis left in 2005 and not a single Jew lived there. Look what the Gazans have done. You have to show good faith before you can demand anything.

First.. Israel was built by expelling Palestinians
So.. Don't act like.. Palestinian state is unreasonable demand
Second.. Withdrawal from a Gaza was one sided.. Should have been part of larger process
Third.. Israel actually help create Hamas and Netanyahu bragged about it
So.. Don't act like... Rest of us don't know the reality
      Yes.. Israel is very powerful
But are u really proud of what Israel has done to Palestinian people specially considering history of Jewish people being persecuted
