Hmm, they are pretty much the same, but I like the act 3 basement better, because it shows what was shown in act 1, but all messed up and it feels small. There are loose walls, and the lights add a nice effect. I like how tilted and small it feels to the player, almost unnatural, so I would have to go with the act 3 basement, even though the act 1 is bigger.
