Bashar was basically a Russian and Iranian pawm at that stage. The choice wasn't his no more. Russia was busy with the war in Ukraine and Iran was taking hit after hit from Israel and lost Hezbollah, one of its allies and one of Bashar's allies. It seems like internationally they want Iran out of the area and replaced with Turkey. Also, that late into the conflict the army has been very demoralized, no one wanted to fight for the regime. Some speculate that the communications of the army were jammed (very suspicious indeed) ,while others think that there were bribes paid to the army leadership.
