No, it's not $250 to publish a book on Amazon KDP. It's basically print on demand so you pay nothing up front.
I just confused if ppl can download and use book cover in fabrica for free why they have to pay for us to make them ?
I wouldn't want to risk having the same cover as someone else on Amazon. I would consider using it for personal use or for a book that's a freebie.
