You can request a trail from Citrix website and install on your laptop on vmplayer or oracle virtual box. Even there is express edition with 20 mb on azure for free.

if both lb have the same ha priority, which one is taking primary

Dear, the priority depends on the LB method that is applied to the load balanced virtual server. Default is least connection. you can change it to round robin or so.

i am using Citrix ADC VPX free(freemium) version. while creating Load Balancing Virtual Server, i am getting Operation not permitted error. any idea why i am getting this error ? do i need to some kind of license for this ? is there anyway i can validate the load balancing is working or not.

Bind the CA certificate to intermediate certificates after that.
