I think you got the wrong idea of comparing Disney movies. Maybe the new ones but the old ones mostly Scar is a terror, nightmare and horror for killing Mufasa(HIS OWN BROTHER) and lying in front of children and his whole family.

In some way, Death accomplished his goal - to teach Puss about importance of life and fear of death.

I love this characterization of death. He came to him amicably in the beginning, he wasnt aggressive, and he wasn't rude, sadistic or cruel. He only got aggressive and terrifying when puss decided he didn't have to respect death. He drew first and death reciprocated.

The thing that makes him a good villain is how he changed how we view villains. Back in the 1900s a villain is just an evil guy, but then villains became characters who had good intentions but reacted the wrong way. then we made villains people who have suffered grief. But death isn't any of that. he's just menacing and his presence is unstoppable. He has no desire he only has a purpose.
Its literary term is called “force of nature” this term can be applied to any character in a novel or film. However it works so well in this movie because of the presentation. Not every character that is a force of nature is scary, even among antagonists, it’s uncommon which is why it works so well

Our cinema made it mandatory that children of at least 10 years and only in the company of adults are allowed in because so many children straight up started to cry as soon as Death appeared.
This was one cold character, and even at the end when he thought he had overcome it, puss in boots gets that never ending reminder that they will meet again with DEATH
even better, its also a reference to how ancient greeks put coins over the eyes of people before being buried, so they'd have money for passage to the underworld. makes it even colder
The best part, he didnt get more than like 10-14 minutes screen time, it really put him in the spot light whenever his character made an appearance, added to the suspension and made the movie better.

The thing that makes him a good villain is how he changed how we view villains. Back in the 1900s a villain is just an evil guy, but then villains became characters who had good intentions but reacted the wrong way. then we made villains people who have suffered grief. But death isn't any of that. he's just menacing and his presence is unstoppable. He has no desire he only has a purpose.
