There is No specific reason, the current state of the game, Deep refinery is only got through Tank kill, within 3 or 5 it should be dropped. But if you are taking a tank at the start of the server it probably will not drop due to some loot drops after a certain number of days as per different game modes.

Bro i played Europe new player server and never get deeprefiner when i killed tank do you know the reason?
