In fact, she strongly tried to convince the Philippine senators to vote for an extension of their lease in the country. The USA had maintain 2 bases in the Philippines, the Clark air base located in pampanga province and the subic naval base located at zambales province a few hundred kms to the disputed islands. The Clark air base was close and most it's personnel were evacuated during the eruption of Mt pinatubo on June 1990. Twas the decision of the us government to close the bases coz of the Russian threat which is now manageable to the Americans. The us government wanted to extend the subic naval base and even the former president corazon Aquino ( which is an anti bases advocate had to talk to the Philippine senators to approved the lease extension) there were a lot of deliberations for the renewal to the point that Philippine senators wanted the word lease instead of aid to the provisions, also those same senators want an additional payment of rent for using the basis instead of giving aid to the Philippines. The Cory govt at that time had no funds to equipt and modernized it's armed forces being most of the funds where into the personal pockets of the Marcos family. Bottom line it was the us government who would not extend an additional rent/aid that draws the majority senators vote no for the extension
The point was Japan and Korea were paying for the maintenance or 75% of the expenses for the US to have their bases stationed in their country. Meanwhile our Filipino politicians are trying to make money off of the deal
