She draws parallels, but the story itself is about Rebekah harkness who used to own the house taylor bought on Rhode Island
“The Bitch Pack” was Harkness’s self-named squad of female friends that took delight at subverting high society events.
Though this song is mostly about Rebekah Harkness, there’s an interesting parallel to Swift’s own life. Around 2015, the media began calling Swift’s group of friends a “squad” and scrutinizing whether they were really friends or if it was a PR stunt.
The specific use of “bitch,” a word historically used to demean women and their opinions, is also notable here as it shows the sexist overtones Rebecca and Taylor’s detractors exude. Swift referenced this connotation on August 2019’s “The Man”:

"The B*tch pack" was actually what Rebekah Harkness's, the previous owner of taylor swift's rhode island house, friends were called by the press! Also she ran a ballet and had dancers practice on the lawn, had massive parties, dyed her neighbors CAT lime green, and was friends with Salvador Dahli. Taylor was spot on besides what type of animal was dyed green

Taylor draws parallels from Rebekah's mostly true story to her own life and times in the RI community where her Holiday House is located, with her July 4th bashes with famous friends to maybe the town folk regretting this "Loudest Woman this town has ever seen" and fans flocking to the area to the "Taylor Swift Tax" the RI Governor wanted to apply to 2nd homes worth over 1 million dollars, that law got repealed quickly though.

This song is about a girl named Rebekah. She lived in a house back in the 1900s in Rhode Island which Taylor now owns.
She had a marvelous time ruining everything because she hired engineers to renovate the beachfront and her neighbors accused her of ruining the beach. It turns out though that the beachfront has never been renovated since 1929.
It's a real story about the previous owner of Taylor's house in Rhode Island :)

Taylor has a house in Rhodes Island. Rebekah and her husband owned that house before Taylor. Her husband died of a heart attack and people kind of blamed her.
