On the preview box there aren't any black bars on the top and bottom but when I render, the video comes with the black bars on top and bottom. How do I fix this?
Also, the effects and transitions are over the top and not as calm as in the preview box. How do I render it exactly how it is on in the preview box?

Quick question and maybe I just missed the answer:
Is there a way to make a certain effect happen to only a small area in the frame? Let's say I want to select an outline of a character or something and only apply an effect to them, not the entire frame. Is there a way to do that?
Edit: I realized there is a way to chunk of boxes that won't get the effect applied to them, is there a way to make it more precise so I can follow curves and edges and whatnot?
Yes, you can do it, you have to use an effect called Cookie Cutter. Up to now, there is no way to apply precise shapes with the standard effects inside Vegas - you will have to try with a third-party plugin like BCC.

Yes. It always acts on the whole clip. You should use the keyframes to make it effective on limited parts of the clip.
why i don't find transitions in my lap ?

No, you have to cut clips to add effects on just a part. Unless you want to use keyframes from 100% to 0% and viceversa.

When I add an video effect it keeps doing it throughout the whole vid, how can I stop this so it only happens once and ends when i want it to
before adding the effect, spit the part where you want to start the effect and a split where you want to end it. Then just put the effect on the little piece you cut

Try to extend the Track in case of FX based on Track, or to zoom in on Timeline in case of clips!
