What in case when only a partial effect of the drug was achieved? When eg. there is an unsatisfied first line treatment of the medical condition and the recovery is achieved due to the second one treatment? Is it still LoE?

Yes. The concept of LOE is that the patient was not able to achieve the desired effect..
