Yes, it really is!! This is why I was so upset when ROCOR came under the umbrella of Moscow, especially since Moscow never repented of any of this. So ROCOR joined themselves to an apostate church, making themselves apostate.
They are now. When St. Seraphim of Platina was alive, when St. Philaret of New York was alive, when St. John of San Francisco was alive, they were not.
The largest faction of ROCOR is, it would not be accurate to say ALL of ROCOR is in communion is Moscow, although under different legal names or legal reasons. Many ROCOR bishops were against union with Moscow even during the 2000s and still even today.

ROCOR, historically, was always against union with Moscow because it is a false church that went against the anathema of the Soviets by St. Tikhon in 1918. If the fact that Moscow communes Roman Catholics, is ecumenist, is Sergianst etc bothers you than it's worth asking them about it. Of course they will likely say it would be a "donatist" position to not be in communion with Moscow, but St. Tikhon's anathema makes it clear that even collagerators with the Soviets are under the anathema. Ignoring ecumenism etc, Moscow is still very much Sergianist to this day.
