There's always that select few. However, I can see how he and the rest of the earth felt like because fear can be an overwhelming emotion. Look at the xenophobia that happened immediately after 9/11. The only difference was that the earth held its breath for a whole year until they saw Enterprise return. FYI: I'm not empathizing or saying I agree with him. However, I can say that getting the worst of oneself out is a form of relieving of the fear.

Reed's hardly a wimp, but he probably appreciate their help anyway. Dr. Phlox is a Denobulan. I guess this is an ability of his race and that he doesn't like to do this very often. Probably sees it as "showing off" and uncomfortable.
