The covenant actually refers to an agreement between God and his people. The reference to blood in this instance refers to the blood of animals who were offered as sacrifices to God. It is true that a covenant is a type of agreement but 1) people do not seal agreements between them with a blood sacrifice and 2) in sacred writings the agreement between God and his people is often referred to as "the" covenant.
