It reaches this speed in seconds, but due to the massive size of the aircraft it still looks like it is moving relatively slow. Even at mil-power, as an afterburner would melt the car, the Hornet can easily get in the air and accelerate far faster than the car a few seconds after the wheels start rolling. It is also worth adding that since the F-18 is a carrier capable platform, it also has insane low speed performance and is likely able to lift off the runway even before these speeds, and if the external fuel tank was removed it would have overtaken the car even faster. I have reason to believe that you are looking at airliner jets (jetliners) for your speeds, not fighter jets like pictures here. This is the difference between a larger aircraft with turbines and a smaller aircraft with an afterburning turbofan. Airliners cruise usually between high 400s to mid 500s (in mph).

They actually can't. It's called aerodynamics. At a certain speed the plane achieves aerodynamic lift causing it to fly. The only way to stay on the ground is to not accelerate.
