- Spain's just had its third election in just over three years. Prime Minister Pedro Sanchez and his socialist party won the most votes but weren't able to secure a majority. This may result in the country facing further political deadlock. So why is Spain's political system so unstable? CNBC's Tom Chitty explains.

USA might have the most advanced democracy in the world, formally speaking, even with the drawbacks of a centuries long constitution. I'm not saying it is perfect but Spain is decades behind in terms of politics. Also, UK has a better political system, citizens can speak and demand stuff to their district representative. Meanwhile in Spain, we've got an oligarchic regime which inherits its main structure from the franquism era. We didn't choose the king, we were not involved in or even aware of the creation of the 78's constitution which should not be called constitution since it does not separate any powers, civil parties turned into state parties and basically absolute power is granted to the party or parties in coalition that win the elections.
@@morpheus5302 Our politicians chose the king in 1977, when they were creating the constitutuion, they voted a Kingdom, not a republic, and only the PSOE voted a republic. Even de catalonian and vasc polital parties voted a kingdom, with the exception of Herri Batasuna. And also, the people voted the king when they voted the constitution in referendum.
@@sergiofueyosuarez2839 our politicians (the leaders of every party) betrayed the Junta Democratica and its original principles when they agreed that the king would succeed Franco after his death and there would not be any period of constituent freedom. Then Suarez govern legalized these parties and put them into the state (with the respective public financing) so they could no longer be a civil organization as they should be. So, in 1977 ordinary court elections were held (non constituent) and these parties agreed to create a constitution that was already being redacted in secret by a commission of representatives, as journalist Pedro Altares discovered (www.diarioerc.com/2018/02/20/una-oprobiosa-transaccion/). No citizen was ever involved in the vote of form of government, king or the creation of a constitution. Therefore, I'm sorry but your last sentence is a lie.

@@pawarvs What's necessary or not is decided for every person who comments here. And it's a lot of sense. If a British man tries to make a video report about instability in Spain, he should think it will be seen by Spaniards and, therefore, no one should get surprised if someone criticizes the UK given the current British instability and more still if the information is not true or it's biased.

Did you just refer to the Constitutional Court, the highest in its order in Spain, as “ a court in Madrid “ ?? This video is so misleading and biased.
Biased towards..... (I'm not saying that it isn't)
That Constitutional Court took a Catalan Statute approved by Catalan parliament, Spanish Congress, Spanish Senate and by the Catalan people in referendum... and decided that some of it was "unconstitutional", so the judges proceeded to butcher it a bit more (fuck accountability and the will of the people, 'cause this is Spain)
The problem is that certain important judiciary organs in Spain simply aren't independent.
The Spanish Constitutional Court is formed by 12 judges, 10 of whom are appointed by the government + congress + senate...
What's wrong with this system? Well, when parties like PP (one of the most corrupt in Europe) get an absolute majority in both congress and senate (hence they also get the government), PP gets to appoint 10 out of 12 judges to the Constitutional Court...
Political parties should NEVER get to nominate and appoint judges if the judiciary branch is to be called "independent"... much less when those political parties are a cesspool of corruption.
@C R Um, okay, I see why that's how you read that, but it didn't happen like that. It was more a thing of one party (PP) taking it up to supreme court, that they themselves had appointed before losing seats in congress to PSOE, and then their judges mangling the Statute of Autonomy of Catalonia. Big detail to understand all of that, is that a lot of the improvements that were being approved for the Catalan people are (and were even then, 2010) already approved for quite a few other autonomous communities (regions) in Spain.
There is an undercurrent of dislike, and sometimes even hate, in Spain towards the different historical communities with different languages, especially Catalonia and Basque Country. The Basque Country, however, is not being punished politically and economically in the same way. They have a very different history and have had their share of unfairness dealt to them, in other arenas.
Nuria Nadal that’s bullshit. You either lie or are misinformed. The resolution dictated by the Constitutional Court on the Estatut was backed by the PROGRESSIVE majority in said court. That is to say, by the judges appointed by the Socialist government of the time. It is simply false, however widespread this lie might be, that the conservative members of the Court sought to overrule the will of Congress and the people. In fact, Conservative judges added PARTICULAR VOTES to said sentence, in which they stated that, in their view, and in the view of anyone with any knowledge and decency, the Law should be cut down A LOT more.
And that’s because it should have been. It’s because the Estatut was overwhelmingly, painstakingly unconstitutional. It’s because our president of the time was a big fat arse who comitted to accept whatever came out of the Catalan regional parliament (!!!!!). Whether you support greater autonomy for Catalunia or not, you cannot modifiy the Constitution through a lower-ranking law, in this case a Estatut. They should have reformed the Constitution, then proceeded with their bullshitting on a regional level if that’s what they wanted to. Aaaaah, but 2/3 of Congress were required for that, aaaah, they no longer had a majority. If only. So they chose to take us into this huge mess. Because our politicians are idiots, and to be honest so is our whole country.
@@Goreuncle But thing is the new statute of autonomy was unconstitutional. It allowed Catalonia to have it's own judicial system like in a federal state (which Spain is not). And giving the catalan government the power to have it's own courts would be likd effectively giving them the right to secede since they would not prosecute their own when they (for example) organize an illegal declaration of independence.
This statute should've never been approved by the constitutional court as it would violate the principle of power separation.

The constant elections are not a good symptom, rather a consequence of a lot of different tensions that don't get solved (at all) by electing a few different people from several parties. I hope that CNBC has the decency to apologize for this insulting video and make it available to the universities so they can study what the fake news is.
1. The title of the video already invites confusion when talking about an "unstable Spain", although it can be considered that the parliament is fragmented that does not mean that Spain is unstable. the Spanish constitution endows this country with absolute institutional and political stability.
2. It is that constitution that makes Spain, institutions, regions, municipalities, courts, etc ... continue to function and not be affected by political fragmentation.
3. with respect to Catalonia! it is that same constitution and those same stable courts that managed to stop a coup in Spain in 2017.
4. When this video speaks of "a Madrid court declaring the referendum illegal", it is implied that it was an arbitrary decision because it is not explained that the court that prohibited the referendum was the constitutional court, the one in charge to protect and preserve the laws of Spain.
5. In the same way when it is said that the leaders of the referendum were arrested for organizing a referendum against the constitution, it is not said that it is that constitution that protects their right to be pro-independence nationalists, among other rights.

7. I expected the CNBC to follow the journalistic standards of investigating and contrasting information, but this video makes it clear that neither one nor the other has been done.
8. this video is a pure cut and paste of sensationalist headlines of badly informed newspapers and does not respond to the political and social complexiti of a country. this cheap "analysis" may only have come to light for two reasons: the first that CNBC is full of uneducated people and the second that they have done so wanting to hide the political and institutional instability that they suffer.
As a lover of Spanish politics, I recommend that you inform yourself of the fascinating history of Spain, how advanced its constitution and its institutions are and how insteresting the political terrain is.

In a real democracy, this is how things are. In a democracy things go slow because people are free to choose. There are many dictatorships out there that have "stability", not so many parties, protests are banned, 0 % unemployment, and so on.

I still hope that Europe as a whole will have to put their foot down to demand democracy be respected at some point (it wouldn't solve the tension, but it would be a good precedent about what is or isn't acceptable), but I'm not confident they will. There's such a tangle of interests spanning so many countries... everyone seems to be smiling uncomfortably while trying to ignore there's a pin in their shoes. Just the number of different regions and peoples that would demand a vote if catalans got away with independence... (Flanders vs. Walonia, Crimea, Basque Country... and then there's Kosovo, too.) And this is only one aspect of it.

Morever, Spain has traditionally had a huge unemployment rate (14% at present) but keeps importing illegal immigrants from northern Africa with no qualifications whatsoever (and giving them more social benefits than any legal Spanish citizen, with no perspective for having a return to that "investment" in any near or far future). My personal view about why it has such an unstable political-economic situation is because the economy is highly state-controlled (resembling a communist system) and it does not adapt on time to the constant changes of the socioeconomic environment. Furthermore, this state control system deviates insane amounts of money and resources to services of no use for the national economy, promotes sectarianism (at regional level: e.g. catalunya, vasc country), perpetuates corruption and empowers local mafia-like individuals who make all possible efforts to keep on top of their pyramid by prevaricating over the ones below them. This mafia prevails at all levels that depend on these state funds (not only at the independentist institutions, but in economic sectors like health, transportation or fishing & agriculture). I lived in Spain for nearly 20 years. Thanks God I am out of there. Spain, like many other parts of Europe, is in my opinion doomed... unless they snapped out of their idealized socialist utopia. My advice to anyone thinking about going to Spain would be: only go there for tourism or for retiring, never for working or investing. Spain might certainly not be the most focused on its policies, but I see a multi party system as a more democratic way of doing things. yes, it takes more negotiations to get anything done but at least this way the people can actually vote for policies instead of just partisanship, unlike the USA where people don't have any real choice, the leaders of their party decide what it is done and people has to vote for them just not to vote for the opposing party, also when any single party doesn't hold a majority in the parliament passing laws is not given for granted so lobbying becomes more difficult and so does corruption

Well, Spain for 30 years has been basically a two party system with a small third party and several nationalistic parties, most of the times only one party was able to govern alone, and sometimes with the help of regional parties. The biggest problem of political instability is that Catalan nationalist parties don't support any more any national parties unless they do a referendum of independence, so now you have three different blocks (left, right and Catalan nationalist parties) that if not any of them gets a majority in the parliament is very difficult for them to govern. It's possible that they will even need to repeat elections again.

I lived in the UK for a while, I also lived in Denmark and Belgium and I find difficult to find a more democratic country than Spain. According to our Constitution, Spain is a nation of nations. It is not accurate to use the terms nationalist and separatist in the same way because they are not exactly the same. There are quite a lot of nationalist citizens that don't want their regions to become independent but to have some autonomy when governing. It is specially important for all of us who have different cultures, speak different languages and have a better understanding of our problems and needs than a completely centralized Government. Spain is a very culturally diverse country and a single, absolutely centralized Government just doesn't fit the needs of every region.
By the way, talking about cultural diversity I don't think I'll ever see a single video of foreigners talking about Spain without the stereotypical Flamenco music in the background. It is mostly a part of southern Spain's culture but I don't think many foreigners realize that it has absolutely nothing to do with a lot of other regions. For example in Galicia I've never seen/heard anyone singing/playing Flamenco. Here in the north west our traditional culture revolves around bagpipes and dances like the different Muiñeiras but literally never what these videos portray.

Spain is unstable due to much invasions in the past: foenicians, romans, goths, arabians, jews, french, gypsies and more over a race base of iberians and celts, and most of those foreign races are still at war against spain.
We are hard workers with the soul of a musician inside, the same person that farms his land of lavenders or wheat has a university degree as engineer, he loves constructive discussions with foreigners in his small farm hostel. As the Spanish Poet Antonio Machado wrote “there are two Spains, one of them is gonna frozen your heart”. Some politicians think the only existing Spain is theirs... and this is a great mistake. The stability in Spain needs a wide consensus among parties and among Spaniards of both (better several) existing Spains.
Because the Spaniards are rebels they are very tough to govern because a lot of them are strong minded and want things to go their way.

This vídeo is very biased. First of all, the “unstable” nature discussed by the video is mostly backed by the situation in the 2009-2012 era, in which the whiplash of the 2008 crisis caused a lot of problems. However, I see the contrary. Despite the bad economical and social situation, Spain has continuously been improving its economy and social affairs as well as continuously lowering unemployment back to 2008/09 levels, even the Catalan initial upheaval has been reduced as negotiations are undergoing.
There is also more representation of the people’s choice and voice in Congress due to the end of bipartidism.
I see this as signs of a constantly improving and ongoing nation, not an unstable one.

I am spanish, let me explain you. Over the last crisis the socialist were leading the government promising for jobs and better public education etc. But they only managed to lose jobs, as they gave you compensation for not working and companies had to pay more taxes, therefore the jobs were less paid, and people had more taxes. Overall an average family imcome could go down by 25-35% Which can be a big deal. After the boom of the crisis, people voted to right wingers and the country stabilized again, then the socialist said that he will make Spain a better country which he’ll never make, just an other crisis. Ah and by the way the right wing on the last elections had more votes, but we all know how the voting system works, so the socialist party won.

Spain doesn’t have a prime minister. It has a president.
For those who dont know Spain´s PM Pedro Sanchez (his party is second and far from majority) just seccured the support he needed to be reelected from the independentist catalonian parties, and every regional party by quite literally buying the support with a loan forgiveness of €15B for catalonia, amnesty for the people that organized an illegal referendum with public funds and many other concessions that shouldve never be made. Its completely shattered the equality between regions and peoples of Spain just to stay in power 4 more years after the worse 4 years in spanish democratic history. The only reason why they even are close to forming a government is because the left has run a terror campaign saying that a right wing government would take us back to fascist spain

The problem in Spain is that the people that lost the civil war are still shaking that shit after 80 years. Another problem, the socialism in Spain is closer to the people that want to break Spain. All the political parties in favor of the Spain rupture should be banned.

Psoe is also one of the most corrupt parties in Spain (PP comes first) 3. Ciudadanos is also in the conservative party and even if the leader is from Cataluña, he really hates independentists. 4. The elections in Cataluña did not reach majority, it was more or less fifty fifty. But because of article 155 and people wanting them to stop being a part of the government PP decided to apply it and send them to jail. Oh! people who went to vote they weren't arrested, they were kicked, and there was one girl who lost her eye because of it. 5. PP lost seats because the conservative party is divided in fascists (Vox), light fascism or rich people who like exploiting others (PP), the one whom people because they are sad that PP is corrupt (Ciudadanos), and the one that people vote because the leader is handsome and said one feminist thing to boost his career (PSOE).
Multi-party is the reality now, you are not just A or B anymore, you can be A, B, C, D or whatever... There are not just 2 options in life...
IMO both have pros and cons. Multi-party is more democratic, since it offers a voice to collectives that would not have a distinct one, but it also means uniting parties to guarantee the country can actually be governed is much more difficult, and it also gives voices and, as seen in Spain, parliamentary representation, to extremists who further jeopardize stability. On the other hand, a strictly bi-party system often means internally divided parties with constant power shifts and infighting for domination between ideological subsets. Then again this is just my opinions and I'm just some random law student so I'm not an authority in the matter.
