High pressure water is flowing quickly through the impeller. There is one area for improvement that I can still comment on. Any other improvements will only come from your attention to detail and care with each build, making small adjustments to the design based on your observations. The only thing I can speak to which may improve performance is as follows: artificially increase the flow of water through the impeller by using the syphon effect on water that has already passed through the impeller. This will likely require a single skinny tube (1 or 2 inches) to exhaust water from directly below the impeller (as close to it as you can get without putting anything in the way of the rest of the water flow that won't make it into the siphon tube), you might even have to start the impeller with the main exhaust closed so water can start flowing through the siphon tube which would probably start from a hole in the side of the tube below the impeller (the exhaust tube) in order to get any water to flow through it at all. It sounds like a difficult process but the potential improvement would be worth it, as, with the addition of a siphon tube water would be getting mechanically sucked through the impeller in addition to simply falling through due to gravity. The optimal length of the siphon tube would probably be 12 - 15 feet.

Put the generator on the BOTTOM. That's where the pressure is. That's the whole point of building the dam: to create hydraulic head. Use it! Otherwise you might as well skip all the work and just stick a water wheel on the creek.
