It tends to be less aware players dying to the missile at the start of the game. As you said notching and multipathing counters it fine. If it was to match more around its br its better balanced than its current match maker but at the moment 12.7 mostly sits at 11.7/12.3 with all the premium players who bomb rush and have a hard time of understand what their RWR is telling them. With that said Its finally going up to 13.0 and its now going to be the oppressed by the 14.0 fox3 slingers. Overall 12.0 to 14.0 needs more decompression and it would help a lot for the 12.7 to 13.3 range of jets

You can hug the deck, literally clipping through the trees or almost perfectly notch with being generous with counter measures. It just doesn't matter. You still get hit. Their really is no point playing 12.0 and up. The more F14s on a team, that team will win.
It really does matter how you defend I have been playing france 12.0 air rb for months, most of the time playing against 12.7 f14s. I think I’ve been killed once by a fakour that whole time. I see people get killed by it all the time but literally you can notch and multipath it effortlessly. These things only kill scrubs

They can even face a F111F at that BR. The only reason I see people argue for f14s to stay at that BR are people who own them

The F-14A and B with the Phoenixes are literally a joke to play against, the Phoenixes are so slow they are one of the easiest missiles to avoid. The Fakour on the other hand, is dangerous because it is so fast you sometimes don’t even have time to enter a notch by the time your RWR starts going off if it is fired in its best launch parameters.
To me, the Fakours are undoubtedly very strong. But I hesitate to say OP. They have the same limitations as an Aim-54 in their seeker quality. That being unlike more modern Fox-3's like AMRAAM, holding a radar lock at an alternate angle from the missile does not increase the missiles resistance to chaff. The whole reason these things are busted in the first place is their notable edge in both range and more importantly, time to target. Even at medium altitudes, it can clear a 60km launch in under a minute, which is just nutty. The upside is that at the very least, it still has a massive smoke trail behind it for 27 seconds, allowing you to notice it rather easily if you're paying attention. Can't say the IRIAF should be at the same BR as the base F-14A, but the Fakours aren't the devil incarnate once you learn to detect them and to notch them. They just turn into being annoying.

Dispute having this plane and absolutely loving it, I enjoy 10.3 with the F-5 far more. It’s far more dogfight and IR missile based and you are far more likely to bomb a base. There are radar missiles, but I don’t encounter them as often as I meet BVR missiles at 11.7 and above.
As an Arcade only player (Yes we exist and there are many of us) The fakour-90 is even more disgusting in arcade Fire and forget missile with around 70% kill rate and you can easily rack up to 4 kills within the first 20 seconds of the game Then you just sit in your spawn and launch missiles nonstop killing people because everyone is fighting and they can't always be watching for your fire and forget missiles I wish the plane was made into 13.0 on Arcade as well so it can stay up there and not be downtiered to 11.3 where the whole process repeats itself
the argument "but you can just notch it like any other arh missile" is silly. the weapon kit performance is primarily what dictates br at top tier. a f15e will lose a dogfight to a f16a but the f15 is at 14.0 bc it gets amraams. The fakour 90 is literally the fastest and longest reaching top tier missile in the entire game, even more than aim120s. so it makes no sense for it to be the same br of the regular f14a with vastly inferior missiles. I'm glad it's going to 13.0 now with how good the fakour 90s are. There is a reason it's $90 on the marketplace. hint: it's a bit broken
The simple problem is that the phoenix family of missiles is designed to prey upon inexperienced players. Take the 12.0 premium playerbase and the number of new top tier players and you have a community willing to complain about the missile.
BVR in general is just boring and annoying af to play against and play. Even if know how to dodge them it seems like every match you play some dorks are up in space throwing missiles at you and you have to spend the first few minutes dodging the missile before you can actually play the game. And doing BVR is just as boring, spend few minutes flying to space lob your missiles then rtb and hope that people aren't paying attention so you can actually get a kill or two. I don't see why people do BVR so much when you'd be so much more effective and can actually guarantee kills with your missiles instead of relying on luck. Makes an already boring af game mode even more boring, there's a reason when I play air I don't play w headphones on and just watch YT or movies while grinding.

On cloudy maps you just die against it, no warning, no sight and their radar easily locks you flying low and beneath clouds.
I disagree. That Fakour has a huge splash radius, almost totally invalidating multipathing - it's virtually impossible with this thing. It also accelerates much faster. All it can't do is pull hard, so it is easier to dodge kinetically, but that is literally the LAST possible resort you would take against this missile. Notching wise it doesn't feel any easier to notch. Not to mention, even if you do notch it, your rwr still screams and you can't turn in unless you have visual contact. Now add to that the fact that this incredibly insane missile faces planes that have 3 RWR quadrants with no target identification and 60 countermeasures or fewer in some cases, at a BR where the MAIN tactic is to rush on the deck and win jousts with people who are not flying low enough, and you get a recipe for disaster. The team with fewer F-14s HAS to notch, go cold or deviate their path to avoid being hit, because multipathing doesn't work, putting them wildly out of position for the incoming deckrunning slaughter. It's just insane. It's not hard to dodge, neither is the AIM-120. The problem is this is far more lethal at its tier than the AMRAAM Is at its own tier, and it is also far more lethal than the AMRAAMS present at its own tier, on top of being competitive at 14.0. That's way too good.

I recently played a game with this F14 after a 3 month Warthunder break. 4 launches, 4 kills immediately (all were premium planes)

You can always defeat them kinematically. That's what i always do while playing the mig29.
Skill issue, If the missile is far enough that it is still using f14 radar to guide itself you can notch it easily without chaff
