After using speed, hakuda, kendo, the one with the best result was kido.
2nd try.
youll need the same moves im using (excluding black flash) and range him with sokatsui, zangerin, shakkaho, and raikoho. If he gets close, use fushibi to push him away and slow him down, allowing you to flashstep away.
If you get caught in his domain, danku, then fushibi and tzuru raiden m2 to lock him in place. If fushibis on cooldown, just tzuru raiden m2 and flashstep away, make sure to keep him out of your range so you dont get attacked by swords and get perma stunlocked

Now if youre NOT skilled at kido, flower bankai has a weird trait where it tries to spam m1 so if you spam m1 at it, it wont try to parry for a little and if it does psrry just back up and block. Keep doing this (if you get put in domain gg) and you can win

whenever the boss gets out of stun/misses a parry theyll either m1, use a move, or walk forward.
