From seeing it in action, I’m going to assume no since the head and arms move whenever the kart moves. There is however the 2.5 inch figure that comes with the pull back kart racer though where you can remove the figure.

You can just pull the wire out but you have to open the controller to pull it out.

I would guess somewhere around $40-$60. The prices at my toy store are sort of close to the prices back in the US.
