When they pay that charge it raises the cost of the goods they want to sell. In order to recoup that charge they need to add it to the cost of the item they want to sell, making their goods cost more to the public. This is an import tax paid to the US government i.e., a tariff.

Most T-shirts and clothing products are no longer made in the U.S.A. The textiles industry left the U.S.A. because of much higher labor costs here. Unless they're robotically assembled and the knitting machinery is robotic, these products will not return to the U.S. nor will they be manufactured here. Many industries in China are shutting down and moving to lower wage manufacturing areas, such as Malaysia, Indonesia, Thailand, VietNam, Cambodia to name a few. The labor costs are too high in China, now deflation is setting in. That's reality.
Here's your example, if your fingers can handle it. Search "Steve Madden factories". They knew this was coming and they started stepping up production in their factories outside of China, such as Cambodia, Vietnam, Mexico and Brazil. They aren't coming back here. And even if they did it would take at least ten years for that infrastructure to redevelop.

They were not blanket tariffs and they were focused only on China. Going after Mexico and Canada as I understand and see it is not a good idea. Europe is obviously next. Worldwide recession, inflation and likely depression are waiting around the corner. Our farmers lost $15 billion and more in income due to loss of agricultural products sold to China during the preceding Trump Presidency. Who made up the difference?, the American taxpayer, for subsidies to US farmers and corporations. So the Chinese tariffs did effect our economy.

Reduced taxes to invest, flooding of oil and gas to increase options for energy and reduce the cost but also reduce the freight deliveries. Small locally owned businesses can also play on a level playing field giving the consumers more options.
How about getting U.S. corporations and wealthy individuals to pay their fair share? Oil prices are controlled by world market prices, not the U.S. If we want to disengage from world markets, I don't think the big energy companies will like that, then our energy prices might plummet. The U.S. Majors, Chevron, Exxon-Mobil, Oxy to name a few, Trump's billion dollar donors might object. However a lot of our natural gas is liqueified and sold to Europe. Our gas producers may not like the closed markets either. We no longer live in an isolationist bubble.
