Normally yes but it depends on the dye you use…anything that’s fiber reactive requires soda ash but there are also acid dyes, and vat dyes that require other things.
Unless you're up in the Sierra Nevada, why would you want to be somewhere so hot in July? Yikes!! I moved from South Carolina last year, to New Hampshire, to get away from the oppressive heat!!
