Removing the bumper is totally unnecessary. In my 2007 Camry XLE V6, I just removed the cover between the radiator and grill, by pulling the 7 push-pin retainers out with a small blade screwdriver. I then removed the horn to the right of the latch with a 12 mm open-ended wrench. I used a 10 mm open-ended wrench to remove the bottom bolt of the hood latch as well as the two top ones, then unclipped the cable and slid the cable ball out of its catch. Finally, I disconnected the hood latch sensor. I then reversed the process with the new hood latch, being sure to position it exactly where the old one was. Super easy.
