Neptune Fountain. Around the town, and in the shops, people dressed in period costume. The Kit Williams fish clock on the hour blowing bubbles. Event in Montpelier gardens and concert in the Town Hall.

This is fascinating footage. I was 8 when this was filmed. Great quality for what is presumably a VHS copy. I am guessing that's the pedestrianisation of the Prom at 3:24.

Yes, this was VHS and the works being done are in the Prom. Glad you enjoyed it.
