Commercial electronics are typically washed with deionized water as the last cleaning step, then put through a drying oven. You can clean electronics at home with regular water, but the trick is to make sure there isn't any residue and/or mineral deposits left over. First step is to remove any socketed ICs. Next clean with tap water + regular dish soap. Give a good scrub. Then rinse with deionized water or isopropyl alcohol. Leave to dry for about a day. Helps to place it next to a fan. Put chips back in.

If you clean with water what happens is the board circuit and components will rust easily because water is mineral so minerals destroy metal components. Isopropyl is an alcohol lubricant that doesn't contain mineral to harm the circuit they last longer. We clean hardware components using Isopropyl lubricant never water.

You can use home glass cleaner with ammiak for clean. And next use isopropyl or ethyl (with 72% as minimum concentrations) for clean from water remains. And best, in final stadies, - heat board ~1 hours on 60-90C.
