Commercial electronics are typically washed with deionized water as the last cleaning step, then put through a drying oven. You can clean electronics at home with regular water, but the trick is to make sure there isn't any residue and/or mineral deposits left over. First step is to remove any socketed ICs. Next clean with tap water + regular dish soap. Give a good scrub. Then rinse with deionized water or isopropyl alcohol. Leave to dry for about a day. Helps to place it next to a fan. Put chips back in.

Water itself isn’t dangerous, it’s the conducive metal and salt residues that remains after drying, which can cause a short or corrosion. Depending on the water makeup, the risk will be higher or lower for damage, but always present. The right way is to use distilled water and specialty PCB detergent.
