So...... 1) despite the deck having a massive 60 size, rule of thumb is you only need 1/3 cookie. So practically, Utilities are much more important. 2) the rule set were actually confusing. I really thought it was 'required' that you include 16 flip cards. I didn't know it was merely a suggestion. 3) so for how i understand it, the starter decks are more Yugioh like than Digimon like, in a sense that it will only teach you how to play, but not necessarily meta viable. ._.

yes! Because break area only 10，so 20-25 cookie cards is enough.
Flip cards is the feature of the game, but make the game more luck-based.
