Easy to answer: Cliff is a well-known but harmless person. But if the police would raid Fujitsu or even better the Post-Office, they would stop delivering the mail of the police. Which means the Police would loose their main, and probably only effective, communication channel. The police being very old-fashioned and outdated with communication technology. Gardening leave is not literally "leave to do gardening". It refers to a period of time when a person is still employed but is not actually allowed to go into work or to work. An example would be when someone is sacked but not required to work out their notice. So, lots of time to do gardening!
The irony that some people will always have an inherent problem with computers, when Jarnail Singh ‘apparently’ can’t even save a document to his computer.
