Actually in video we can see only cross section of sphere which looks like a circle. That's why in this video it looks like we are dividing circle in four parts. But in reality this is a sphere. For rayleigh Jeans law we cut sphere in all three dimensions which divide it into 8 parts.

It's just a shortcut to visualize the sum of x and y component waves as a wave traveling at an angle. (And demonstrate the equivalence.)
