May I ask you for an information?
If you have an apartment that has 4 tv sockets, do you need to take 4 outputs from the switch or can you just take one cable out of the switch then split the signal in the apartment?

You can split the signal.

First of all if your apartment have 4 TV sockets, then all 4 cables should be connected in the switch in the telephone room of the building, in case you are not receving signal in any port out of 4 ports, may be the cable is disconnected from switch, you can ask building management to connect back the cable,
2nd option just buy splitter and split the signal upto any number of TVs
