Good game! I recently started playing Wraithcreepers and have been very impressed with them. I thought I would not enjoy their straightforward aggro style, but turns out I do! For what it's worth, it was explained to me that they don't actually inspire at the start of their activation since there's no inspire step then. They check to see if they meet the condition at that point, then inspire in the next inspire step, which would be at the end of their activation. That's how our head judge explained it at least. Kind of makes sense.
There absolutely is an inspire check at the start of an activation this is detailed on page 29 and the back of the rule book and since their inspire does not require it to be the end of the activation they inspire there and then.
