If you don't pay 80-90 thousand, you can't get the license. The process you mentioned is not implemented in the home department. If more licenses are issued in normal fee, dealer's sales will be more.

You can keep only one weapon with one license. For another weapon, you need another license. Two weapons cannot be purchased on single license.
