The principle of using a plastic owl decoy as a bird scarer is to use the pest birds instinctive fear of predators and predation to scare the bird away from its desired roosting, perching or breeding areas. Hi Ginger, unfortunately, pigeons and like-sized birds can be very persistent when they find a great nesting site. Birds will only manage to nest on bird prevention spikes if they are still able to gain access to the area being protected or they are able to drop debris onto the spikes from somewhere overhead that is unprotected. If they can do that, they will drop nesting debris onto the spikes and create a platform allowing them to take back control of their desired nesting site - well thought out installation is the key to success. Pigeons keep messing on the cars and a falcon probably won't do. We have have to get a pellet gun and smoke them.

It may well work as an initial visual deterrent, but squirrels are clever little creatures and will soon work out that its not real!
