So if I use solar and use the grid as much as anyone else, the only reason my bill is $0 is because I sell back my energy. This is price discrimination unless 1) everyone gets hit with the bill or 2) only those who don't use the grid get the bill (ie snowbirds). This is an illegal way to increase rates on solar users without going to the exchange commission for approval
